22 advice was to work for the recovery of children’s checks so that they could be suspended or rejected with the Children when there were “reliable claims or behavioral patterns”.

The investigation was founded at the beginning of July after the authorities were accused of more than 70 sexual abuse of the cover of Joshua Dale Brown, a child care worker of the authorities.

There was a valid work with child control.

The investigation said that the state’s leave regime should not be in separate organizations of the Ministry of State Services and Children and Youth Commission, along with the reportable behavior program.

Since the information trail that can define the behavior of a hunter is “too many places”, systems should be brought together under the same roof of the social services regulator.

The investigation, the commission’s ability to share information about unfounded claims should also be removed, he said.

In the 103 -page document, he heard about ‘bread crumbs’, which could be missed by not being able to bring together information, ”he says.

Changes in the programs should be applied in accordance with the harsh penalties that will comply with the seriousness of violations and more often unaware of adaptation visits.

“No matter how hard we work to keep the predators outside, some will pass,” he said.

“The system needs to be able to detect them and move quickly.”

However, the study abandoned a compulsory CCTV call at all child care in government facilities and proposed a national lawsuit instead.

A national examination should be established to consider presenting the “Four Eye” rule of the two adults together with a federal financing program to improve each other and in centers.

A parent said that the distress of the families of the study was caused by child’s care and that it was a necessity instead of lifestyle choice.

“We live in a society and an economy, it is very rare for a household to survive in a single income,” he said.

The investigation found that the sector has undergone a rapid growth in the last decade without a “consistent plan ..

Long -day care services in Victoria have risen from 1280 to 2049 since 2015 and 94 percent of new centers without profit.

At the same time, the sector faces significant labor difficulties from famine, daily and high turnover rates.

The investigation requested the establishment of the National Early Childhood Reform Commission to support the “basic reset” of the sector.

103 Removing bad actors from the system cannot wait for the realization of this long -term work, ”the 103 -page document said.

“No silver bullets.”

The Victoria government would publish its official reaction later on Wednesday, but previously determined to put all the suggestions into force.

Most of the proposals are directed to the Federal Government, and the state called on the investigation to share with the Nations community and other judicial regions as soon as possible.

Federal, State and Regional Education Ministers are expected to meet on Friday.
