What happens to ‘missing names’ on Bihar SIR list? | Explained

The story so far: The Election Commission (EC) completed the first stage of the special intensive revision of the election rolls in Bihar by publishing the draft voters list on 1 August. 65 Lakh names have been removed from this list for various reasons, and the fate of the Lakhs, which are included in the draft list without sending verification documents, are also in the air. As the survey officials examined the forms for preparation for the publication of the final list on September 30, and as they conducted questions about allegations and objections, the Supreme Court listens to the secrets of the secret part of the opposition parties and civil society groups on August 12th.
Sir, what happened in the first stage?
In the month after the EC launched the Bihar Sir process on June 24, Booth Level Officers (BLOS) made home visits and distributed pre -printed numbering forms. Voters who were not included in the 2003 election rolls had to send documents that prove their birth date and place. Since it was understood that many voters could not provide any of the 11 -approved document of EC, which does not contain existing documents, such as AADHAAR, voter ID cards or ration cards, it has not been able to provide any of the 11 -approved documents, even if they could not provide supportive documents, they called on voter registration officers (EROS) to create or to establish any other research or other investigation. Those who sent their forms before the deadline date were included in the draft published on 1 August.
Who are the ‘missing names’ in the draft?
Just before the start of the Sir process, the existing election rolls included voters registered 7.89 Crore. However, the draft rolls, published on August 1, contain 7.24 Crore name, which decreased more than 65 Lakh. ECI, 22.34 Lakh people in the previous list died, 36.28 Lakh’ın permanently migrated to another state, or 7.01 Lakh’ın recorded voters recorded in more than one place, explaining these 65 lakh “missing names” announced. Hindu compared the draft roller with a list published by EC on January 2025, analyzed with a list of 56 Lakh, including 31 Lakh voters and 25 Lakh less men. The analysis showed that more wiping may occur in regions with larger Muslim populations than the 2011 census.
How can names be added or deleted?
Craftsmen allegations and objections can be opened during August to correct incorrect reforms or exceptions. A week later, EC received 7,252 such claims and objections from individuals. Political parties claimed that land workers made similar claims to correct the mistakes in the draft roller, but EC rejected it. In an objection to the Supreme Court, the Association of Democratic Reforms Waiting for a survey, the full list of names removed from the draft roller and removal of certain reasons for all political parties, he said. EROs will investigate the requests and throw them within seven days after the file. Each ERO is expected to show the daily demand list by the public on a daily basis.
What will happen to those who send their forms without document?
Sir Order seems to leave such cases to the discretion of EROS and Election Registration Officers (EROS), who will examine the suitability of voters according to the documents sent by the voters and the field reports provided by BLOS. “If Ero/Aero doubts the suitability of the proposed voter (not to exaggerate or otherwise), he will initiate a Suo Moto investigation and notify such voters about why his name should not be deleted,” he says. “Field inquiry, documents, or otherwise, Ero/Aero will decide that such proposed voters will be included in the last rolls. In any case, Ero/Aero will pass a speech order,” he adds. EC said that no name can be deleted from the draft roll without such a speech order.
