Oscar Fowler Biden commutation repeat offender arrested in Florida again

Repeat offender Oscar Freemond Fowler III, whose federal sentence was commuted in the final days of the Biden administration, is back in custody to face state charges, Florida Attorney General James Uthmeier announced Monday.
“A few minutes ago, we detained Oscar Fowler, a dangerous career criminal, mitigated by Biden’s autopen, to face state charges,” Uthmeier wrote in a post about X.

Fowler was serving a federal prison sentence of 12 years and 6 months after pleading guilty in 2024 to possession of a firearm and possession with intent to distribute cocaine.
Federal prosecutors had placed Fowler behind bars for at least 150 months, citing his lengthy criminal history and arguing that he posed an ongoing threat to the public.
Despite this record, Fowler was included in the January 17, 2025 executive clemency grant under President Joe Biden, which commuted the sentences of more than 2,500 inmates.
Commuting the sentence reduces the sentence but does not eliminate the conviction. As a result, Fowler was released from federal custody.

The pardon order issued in Washington and bearing Biden’s signature was one of several documents that critics say were executed using an automatic pen.
Fowler’s release sparked scrutiny from the Oversight Project, a particularly conservative research group.
The group warned Florida officials against releasing Fowler, arguing that his criminal history contradicts claims that the clemency initiative focuses on nonviolent offenders.

“He is a dangerous criminal who should be in prison for a very long time,” Oversight Project President Mike Howell told Fox News Digital at the time.
“This is exactly the person who should be in federal custody,” he said.
As previously reported by Fox News Digital, court records show Fowler’s criminal history spans more than a decade.
The most serious allegations include the 2013 shooting of Naykee Bostic in St. Petersburg shooting death; This incident occurred shortly after Fowler was released from a previous federal sentence.

A 2024 federal sentencing memorandum cited by critics stated that Fowler made a videotaped confession to the murder and expressed a desire to use violence again.
These were the arguments prosecutors used in his latest case to seek a long sentence.
