Owaisi demands Telangana government to issue Permanent Residence Certificates to help electors in SIR process

Hyderabad MP Asaduddin Owaisi met Chief Secretary Sanjay Jaju on Friday, July 10, 2026, and reiterated his demand that the Telangana government should issue Permanent Residence Certificates (PRC) or Family Registration Certificates to voters during the ongoing Special Intensive Revision (SIR).
Mr. Owaisi felt that this move would help include genuine voters in the final electoral rolls.
All India Majlis-e-Ittehadul Muslimeen (AIMIM) president Mr. Owaisi said he went to X and met the General Secretary along with Congress leader Faheem Kureshi to represent the issue. He said the certificates could be issued under Article 162 of the Constitution if the government so decided.
He urged Chief Minister A. Revanth Reddy to accept the proposal, stating that it would benefit poor people by ensuring that their names find a place in the final SIR electoral rolls as well as protecting them from unnecessary hardship and inconvenience.
Drawing a comparison with Karnataka, Mr. Owaisi said the neighboring State had issued PRC certificates through a government order under the Karnataka Sakala Services Act, 2011.

He argued that Telangana already has various databases, including the Samagra Kutumba Survey, Socio-Economic and Caste Surveys 2024 and 2025, records maintained under the Bhu Bharati Act 2025, food safety card data maintained by the Civil Supplies Department, municipal tax records and school and board records for decision-making.
