Pensioners File 1.9 Crore Digital Life Certificates in 2025–26: Govt

New Delhi: 1.9 crore digital life certificates were created by retirees in the last financial year, according to information given to the Lok Sabha on Wednesday.

All retirees must present a life certificate to continue their pension payments.

In his written reply to a question, Union Minister of State for Personnel Jitendra Singh said that to solve the difficulties faced by elderly, super-aged and differently-abled pensioners in submitting digital life certificates, digital life certificate (DLC) campaigns are being organized across the country from November 1 to 30 every year from 2022 and camps are being organized at various places in designated districts/cities/towns.

He said that the government has introduced the facial authentication technique, which requires only a smartphone for the creation of DLCs.

“A total of 1.90 crore DLCs were generated from 01-04-2025 to 24-03-2026, including 1.15 crore DLCs generated through face authentication technique. More than 14.16 lakh DLCs were generated by super senior pensioners above 80 years of age,” the Minister said.

Singh said all pension disbursing banks have been directed to prepare regular reports on retirees who have not submitted DLCs and ensure receipt of DLCs for continuity of retirement.

He said the services of India Post Payment Bank, post offices and gramin dak sevak are also being utilized to help senior citizens, especially those above 80 years of age, send their DLCs.

Stating that retirees over the age of 80 can also submit their DLCs in October, the Minister added that mega camps are organized in places where retirees are concentrated.

Singh said that during the DLC campaigns, preparations were also made for doorstep service to elderly/sick/incapacitated/Divyang retirees.

In a separate reply, he said that since the financial year 2023-24, the Department of Pensions and Pensioners’ Welfare has conducted eight pension adalats on pensioners in all ministries/departments of the central government, wherein 3,594 complaints pending on the CPENGRAMS portal were addressed and 2,713 cases were successfully resolved on the spot through this effective initiative.

Central Pension Grievances Redressal and Monitoring System (CPENGRAMS) is an online portal for recording, monitoring and redressal of pensioners’ grievances.

“Balance grievances were also redressed or finalized through follow-up meetings and monitoring. These pension adalats are held in hybrid mode, i.e. physical and online, allowing pensioners to participate and submit their grievances for timely and effective resolution,” Singh said. he said.
