Plymouth Police Officer Samantha Pelrine Accused of Years-Long Sexual Abuse, Placed on Leave

Plymouth police officer Samantha Pelrine was placed on administrative leave after being accused of sexual assault, according to court documents.

Police officer Samantha Pelrine, 31, of Plymouth, has been placed on paid administrative leave while authorities investigate the case against her. A protective order was filed in Plymouth District Court on March 17 against Samantha Pelrine and her husband, Daniel Forand, 37. In court documents, the couple was accused of sexually and physically abusing one victim over several years.

According to an affidavit filed in court, the victim told authorities that Samantha Pelrine and Daniel Forand, who were friends with the victim’s aunt through church, began mistreating the victim after taking them to their home in Plymouth. The victim lived with her aunt and grandmother until she was 12, when Samantha Pelrine and Daniel Forand cared for them. A year later, the couple became the victim’s legal guardians.

Court documents revealed that the couple sexually abused the victim after receiving custody until 2025. The victim also revealed that Daniel Forand physically abused her until 2026, but Samantha Pelrine did not physically abuse the victim.

“They are looking for me and I fear for my safety,” the victim wrote in her statement.

The victim left home in February.

The restraining order prohibits Pelrine and Forand from having any contact with the victim. They are also ordered to stay at least 100 meters away from the victim at all times. Both are scheduled to appear in Plymouth District Court on March 27.

No official is commenting on the ongoing investigation. Plymouth police and Massachusetts State Police deferred all questions to the Plymouth County District Attorney’s Office. A spokesman for the prosecutor’s office said it was not appropriate to comment on the situation at this time. Plymouth police said Pelrine’s termination was in accordance with all department policies and procedures. “Violations of department policy or state law will not be tolerated,” a spokesperson for the police department said. Information on attorneys representing Pelrine and Forand was not available late Tuesday.

Pelrine, a Plymouth native, was hired by the police department in April 2022. He mentioned his job in a 2023 Facebook post from the police department. He said he felt a career in policing was right for him. He hoped he could make a positive impact on people’s lives.
