Why zero-hours contracts could be here to stay in new blow to workers’ rights

A fracture proposed in the workplace in zero -hour contracts experienced a setback today.

The plans to stop zero -hour contracts in the government’s workplace were compressed by the peers in the House of Lords.

The House of Lords 264 to 158, majority 106, the movement of an employer to change the legal requirement to provide an employee’s right to demand the regulation of an employee.

The peers continued to blow more to 153 with 267 votes and the majority of the workers’ front counter to support 114, which was forced to pay a worker if a shift was canceled by notifying a shift for at least 48 hours.

The defeats have already continued to pass through the upper room.

The changes in the draft law to the draft law pave the way for a parliamentary struggle known as “ping-pong ,, where the legislation is beaten between the two houses until the agreement is reached.

The proposed workers’ rights reforms bring new restrictions on the “fire and spirit” processes when employees are released and then re -employed in new contracts with worse fees or conditions.

In addition, the invoice strengthens trade unions and gives workers the rights of the first day, such as patient salary, paternity permission and the right to demand flexible work.

Liberal Democratic Lord Goddard from Stockport, which proposes an alternative to the proposed zero -hour provision, agreed that the application, which left the workers in “precarious employment conditions ,, needs to cope with the use of“ exploitative ”use.

However, he added: “This reflects the shared target while presenting a more practical and balanced opinion.

“The change changes from the obligation of the legislation to submit hours to the right to request them.

“He also argues that when such a request is made, the employer should give it.”

“Our change wants a fair balance that protects workers from exploitation while maintaining the flexibility that is very important for many industries to function.”

However, the former Deputy Secretary General of the Congress of Trade Union, who opposes the movement, said that Muswell Hill will weaken the purpose of the bill that tries to cope with the problem of zero -hour contracts. ”

He said: “What the change does not take into account is the imbalance of the power in the workplaces and the characteristics of employees working on zero -hour contracts.”

Lady Carberry, who argued that those who are in zero -hour contracts are “the least reinforced workers ,, added:“ Therefore, the right to demand guaranteed hours in these cases is not true.

“And then, it may be under pressure to put pressure on my vulnerable, guaranteed hours as how many of these workers are.

“This formulation of the change opens the way to some of the worst employers to ensure that they do not offer guaranteed hours in zero -hour contracts.”

However, Toray Shadow Business Minister Lord Shape from EPSOM said: “It doesn’t make sense not to ask employers to offer guaranteed hours to employees who don’t want them.

“The government seems to misunderstand or take into account the autonomy of the individual worker.

“It is an unnecessary and inevitable cost to impose this administrative burden, especially to small employers, to calculate and present the guaranteed hours when they do not want or not needed.

“Therefore, we strongly support the right to demand the change proposed by Lord Goddard, who respects workers’ choice and employer’s flexibility.”

Replying Whitchhurch Business Minister Barones Jones said: uz We believe that the task of making a guaranteed bid should be with the employer.

“This is the best way to ensure that all qualified workers benefit from the right guaranteed hours when they want.

“If a worker is forced to request a guaranteed result in an exploitative zero -hour contract, they may feel that they may claim less of their rights to these guaranteed hours and as a result.

“For these individuals, it is quite true to emphasize the imbalance of the power of the labor force, and this is especially true when workers find a new job.”

“The right to request a model may create undesirable obstacles, which makes it difficult for the vulnerable workers in the exploitative zero -hour contracts to reach their rights to these guaranteed hours, especially many workers are younger and often in their early work.

“Since the bill is now prepared after receiving an offer from the employer, qualified workers will have the authority to make a decision based on their individual conditions.

“If a worker wants to protect the zero -hour contracts, they can do so by rejecting the offer, like many of them.”
