Reports show Hemant Soren showed confidence in social security and welfare schemes in 2025

In 2025, Jharkhand Chief Minister Hemant Soren took various decisions such as Maiya Samman Yojna, construction of flyovers, approval of the Jharkhand Coaching Centers (Control and Regulation) Bill, 2025 to regulate fees and increasing the grant under the SC/ST Tribe Civil Services Incentive Scheme from ₹ 1 lakh to ₹ 1.5 lakh.
The Soren government has focused on social security and welfare programmes, including 200 units of free electricity, providing relief to over 40 lakh consumers and poor families.
One of the most important decisions taken by the Soren government was the establishment of the Jharkhand State Displacement and Rehabilitation Commission (2025), which will oversee housing, education, employment and socio-economic research for displaced families or those affected by mining projects.
Another important decision was to give cabinet approval to the rules of the Panchayat Scheduled Areas Expansion (PESA) Act, which gives administrative and decision-making powers to the Gram Sabha. According to the approved rules, Gram Sabhas in rural areas will have authority over the use of minor forest products, preparation of local area development plans and management of water resources.
The policy, aimed at encouraging Maoists to surrender, has led to more than two dozen Maoists returning to mainstream society. During Mr. Soren’s visit to Spain and Sweden, investment opportunities were explored in the fields of mining, steel, electronic vehicles and clean energy.
In order to promote industries, the Jharkhand Micro, Small and Medium Enterprises (Special Exemptions) Bill, 2025 was introduced in the state with the approval of the Governor. This Bill aims to simplify and streamline the process of setting up a new industry in the state.
Opposition attack on Soren government
The opposition continued its attacks on the State government over illegal sand mining and recruitment fraud. In response, the Soren government accused the BJP of misusing central institutions and causing intense political controversy.
There was a long standoff between the ruling government and the Opposition over the extension given to Jharkhand Director General of Police (DGP) Anurag Gupta, with the Opposition saying it was unconstitutional after his retirement on April 30. The matter reached the Supreme Court, following which Mr Gupta had to resign.
There was speculation in Jharkhand’s political circles that Mr. Soren and his wife Kalpana Soren visited Delhi and met senior BJP leaders and held talks for possible change of power in the state. However, senior Congress leader and MP KC Venugopal denied such allegations and maintained that INDIA (Inclusive Alliance for National Development of India) is rock solid in Jharkhand.
What lies ahead?
The sustained attack by the opposition and Mr. Soren’s alleged involvement in the liquor scam will prove to be a tough time for the government after the arrest of senior IAS officer Vinay Kumar Chaubey, who once served as Chief Secretary.
Another challenge faced by the Jharkhand government is on the education front as there is a severe shortage of teachers and staff in higher and secondary schools. The state government has set a target of hiring around 70,000 teachers by 2026.
