Centre Mandates Competency-Linked Courses for Govt Staff: Rajya Sabha

New Delhi: All central government employees have been asked to annually complete competency-linked courses relevant to their role or level on a dedicated online platform, which will be reflected in their annual performance appraisal reports, the Rajya Sabha said on Thursday.
The government has adopted a competency-based capacity building approach that focuses on role-based learning, continuous skill development and alignment of training with role requirements, Union Minister of State for Personnel Jitendra Singh said in a written reply.
“The Department of Personnel and Training (DoPT) has directed all central government employees and civil servants in all India services to annually complete competency-linked courses mapped to their role/level and comprehensive assessments prescribed by their ministries/departments/organizations (MDOs) or cadre control authorities (CCAs) on the iGOT (integrated government online training) portal, which will also be reflected in their annual performance appraisal reports (APARs),” he said.
The minister was responding to a question about the government’s plans to introduce competency-based scores into the promotion and evaluation processes of its employees.
Singh added that the roles, activities and competencies framework (FRAC) aims to align all positions in government with clearly defined roles, activities and required competencies (behavioral, functional and domain).
In a separate response, the minister said details regarding the involvement of consultants were maintained by relevant ministries and departments.
He said the General Financial Rules (GFR), 2017, administered by the Expenditure Department of the Ministry of Finance, provide the basic principles applicable to all ministries or departments regarding the engagement of consultants and external professionals or consultancy firms for specific work.
“As notified by the Ministry of Expenditure, data regarding deployment of consultants is maintained by concerned ministries and departments,” Singh said.
The Minister was asked about the annual number of consultants appointed by all central ministries and departments in the last five years.
