CITU urges Haryana to extend deadline, publish Labour Code Rules in Hindi

Terming the current process as a violation of workers’ rights, the Center of Indian Trade Unions (CITU) has requested the Haryana government to extend the deadline for suggestions on the draft Labor Code rules and publish them in Hindi.

CITU state general secretary Jai Bhagwan and vice president Satveer Singh submitted a memorandum to Deputy Labor Commissioner Paramjit Dhull in Chandigarh in the absence of the State Labor Commissioner.

The union said the Haryana administration had published the draft rules for the Wages Act on May 4, the Industrial Relations Act on May 5 and the Social Security Act on May 7, and a one-month period was given for changes. CITU objected that the rules were published only in English, unlike the Central Government’s versions, which were in both Hindi and English.

“Publishing the rules only in English ignores regulations and makes it impossible for workers, union activists and stakeholders to read or propose changes. This amounts to ignoring workers’ fundamental rights,” the leaders said.

He also argued that there was no consultation with unions or employers’ representatives before the CITU notified the draft rules, which it described as necessary before such major changes affecting thousands of workers.

In the memorandum, CITU demanded: Publication of the rules in Hindi, stakeholder consultations with unions and industry bodies and extension of the deadline to July 10, 2026.

Copies were sent to the Chief Minister, Haryana Chief Minister, Union and state Labor Ministers, Chief Secretary and Labor Secretary. CITU said it was “completely unacceptable” to rush into implementing rules that would affect workers and employers across the state.
