Bihar policeman suspended after video of misconduct at restaurant goes viral

Katihar Superintendent of Police (SP) Shikhar Chaudhary suspended Station House Officer (SHO) Ram Chandra Mandal for allegedly misbehaving with a brother and sister at a restaurant in Katihar. Mr Chaudhary ordered an investigation into the incident.

The restraining order was issued on October 28 and was shared by Katihar police through a press release published on social media platform X.

The video of the incident, which took place on October 24, went viral on social media, with users questioning the police conduct during the Assembly election in the state.

“On 24.10.2025, a viral CCTV video was received in which the Barsoi police station in-charge was seen arguing with some people seated at BR-11 restaurant in Ras Chowk, Barsoi. The investigation into this matter was conducted by Deputy Superintendent of Police (Central), Katihar,” Bihar police said in a press release.

He further said, “During the investigation, it was found that the Barsoi police station officer in charge used abusive language towards the people sitting in the restaurant. This reflects dereliction of duty and arbitrary behavior and also tarnishes the image of the police. Taking this matter into consideration, the Barsoi Police Station House Officer was immediately suspended from duty and necessary action was initiated.”

In the viral CCTV footage, which lasts more than four minutes, the young man can be seen sitting next to the girl. Mr. Mandal enters the restaurant with a male officer and three female police officers. After wandering around for a while, he approaches the table, points to the girl and asks who she is.

“She is my sister,” the man replies. SHO says in a high voice, “Why are you putting so much pressure on the sister when I ask?”

The young man replies: “When you ask me, I just say that she is my sister.”

ŞÖO shouts again, “Why are you talking like that, that sister?”

The man said, “Why are you talking like that?” he asks. SHO says, “Why are you putting so much pressure on sister when I ask you? I don’t like your tone.”

Another man sitting at the table intervenes and says, “What happened, she says it’s her sister.”

SHO responds: “Well, if this is his sister, I don’t like her tone of voice, the way she talks.”

The man next to the girl says, “I’m sitting in the restaurant, I’m not doing anything wrong. You want the information, I gave it to you.”

Mr. Mandal says you can ask anything. The man then starts calling someone on his cell phone.

The other man says, “You come here and shout at us for no reason.” The SHO replies, “Yes, I can ask and I will shout.”

Mr. Mandal points his finger at the first man and says, “Keep your anger calm.”

The man replies: “You’re the one who started getting angry first, not me.” The accompanying officer asks him to calm down.

The man says, “He is shouting at me in vain and you expect me to remain silent.”

The girl then begins recording the conversation on her phone.

Mr. Mandal asks him, “Turn off the camera.” The man next to him replies: “Why would he turn it off? What’s the problem with the camera?” SHO: “What is the need for a camera here?” he asks. It continues to record.

The second man intervenes again and says, “He spoke normally, you are the one shouting. I will talk to the SP, what is your name?”

The SHO said, “Look at my nameplate, Ram Chandra Mandal, what is your name?” he asks.

The man replies, “Yash Agarwal.”

SHO “What are you doing?” he asks. Mr. Agarwal replies, “Let go of whatever I do.”

Mr. Mandal then says “No, I won’t go, tell me what you’re doing. I want to know what you’re doing and it’s my duty to ask.”

Mr. Agarwal says the SHO is causing havoc but the officer denies it.

According to the police, the SHO had come for a routine election check after receiving information about the presence of anti-social elements in the restaurant.
