He could have said it so easily,

“Last year, Comcar Chauffeurs spent almost a million hours to carry out politicians and others in cars financed by taxpayers-they did not do political, they did not help people in their problems, but they opened doors for politicians.”

How can we know how many Comcar drivers are? Simple, foi’ed.
