Leaked documents from the Iranian regime reveal a coordinated plan by the security apparatus, approved by Supreme Leader Ayatollah Ali Khamenei, to violently suppress nationwide protests through force, surveillance and internet shutdowns.

Excerpts from documents reviewed by Fox News Digital show that Iran’s Supreme National Security Council developed this strategy following nationwide protests in 2019 amid fuel price increases and an economic collapse.

In the National Council of Resistance of Iran (NCRI) press briefing On Tuesday, Alireza Jafarzadeh, deputy director of the Washington office addressing the regime’s pre-planned orders behind the protests and mass killings, said the documents were “obtained from within the regime” and later stated that the People’s Mujahedin Organization of Iran (MEK) gained access to them.

“This Directive from the National Security Council was obtained by the MEK network in Iran, which has access to resources within the regime,” he told Fox News Digital.

“These documents demonstrate the regime’s efforts to prevent a resurgence of the uprising and suppress it if it occurs,” Jafarzadeh added, noting that “there are clear operational plans assigned to the Revolutionary Guard to use lethal force to kill the required number of people to remain in power.”

The first document classified as “top secret” was published on March 3, 2021. In the document, the regime listed increased law enforcement and security conditions. The regime defined how the unrest would be handled and which officials would command each stage.

Initial law enforcement and unarmed security situations gave command authority to Iran’s national police force, with support from the Islamic Revolutionary Guard Corps (IRGC) and the Ministry of Intelligence (VAJA).

In the most severe category, called the “armed security situation,” all command authority quickly passed to the Revolutionary Guard.

“For now, this compilation needs to be transmitted for two years,” Khamenei wrote, before ordering the plan to be implemented nationwide.

The secret guidelines became the blueprint for suppressing the January 2026 protests that erupted amid rising inflation, a currency collapse and anger over religious rule.

according to Human Rights Activists News Agency (HRANA) reported that at least 6 thousand 854 people lost their lives in the protests and 11 thousand 280 cases were investigated.

Internal regime assessments cited in other leaked files describe three phases of the 2026 uprising: the initial law enforcement phase, then the unarmed security phase, and finally the armed security situation on January 8, when authority shifted entirely to the Revolutionary Guard, which played a command role and carried out armed murders.

The documents state that in armed security situations, the Revolutionary Guard operates with the support of other security institutions, while Iran’s Ministry of Communications has been ordered to impose internet restrictions, including complete shutdowns.

The second secret document, compiled by the Revolutionary Guard’s Sarallah Headquarters in 2024, reveals how far the regime has gone in preparing for the opposition.

The 129-page “Tehran Comprehensive Security Plan” details extensive surveillance and repression measures, identifying opposition MEK members and family members of executed dissidents as “level one” enemies subject to monitoring and control.

“This also shows how far the regime is ready to go to kill as many people as necessary, which they did in January 2026. But these killings further convinced people that the only way to end the killings was to overthrow the regime,” Jafarzadeh said. he added.

“There are many more people, especially young people, who have joined the ranks of the organized force to confront the Revolutionary Guard and save the country,” he said.
