Naam Tamilar Katchi (NTK) has released its 2026 election manifesto, outlining a comprehensive governance framework centered on decentralisation, social welfare and Tamil identity.

The manifesto proposes a major administrative overhaul, including the creation of multiple functional capitals in Tamil Nadu, to ease pressure on Chennai and improve access to governance. It proposes decentralization of administrative, legislative, industrial and cultural functions to cities like Tiruchi, Chennai, Coimbatore, Madurai and Kanniyakumari.

There is a strong focus on agriculture, which the party positions as the backbone of the economy. The document calls for policies to strengthen farmers’ livelihoods, protect natural resources and ensure food security. It also highlights water management, environmental protection and climate resilience as key priorities.

Representation of women

On governance, the manifesto proposes special representation of women in legislatures, arguing that existing mechanisms do not ensure sufficient participation. It calls for reserved constituencies and institutional changes to improve the presence of women in both Parliament and Parliament.

The manifesto also emphasizes transparency, decentralization and what it describes as a people-centered management model.

NTK also highlighted drug prohibition and anti-drug measures as an important issue linking substance abuse to increased crime and social decline. It calls for strict enforcement and systematic interventions to prevent the spread of drugs.

The manifesto lays out a broad welfare framework in the social sector covering health, education and employment, as well as targeted programs for specific professional groups.

The party promises reforms that include equal access to education, aligning skill development and learning with employment opportunities, and promoting the Tamil language and knowledge systems. It proposes improvements in public schools and higher education, as well as measures to increase vocational training and employability.

Welfare measures

The manifesto also outlines sector-specific welfare measures. It focuses on ensuring fair prices for farmers and improving irrigation and resource access. It recommends safety measures, livelihood support and infrastructure development for fishermen.

Laborers and unorganized workers are promised social security and better working conditions, while small traders and entrepreneurs are offered support through policy measures aimed at streamlining business operations and improving access to markets and finance.

The document also addresses economic development, industrial growth and support for micro, small and medium-sized enterprises, and proposes reforms in sectors such as transportation, information technology and tourism.
