Manipur govt forms committees for IDP Rehabilitation and Resettlement

Guwahati: As Internally Displaced Persons (IDPs) in Manipur seek permanent rehabilitation, the state government has decided to constitute State Level and District Level Committees for rehabilitation and resettlement of IDPs with immediate effect. IDPs have recently staged a series of protests and expressed their disappointment with the recently concluded 10-day Sangai festival.

The state government stated that this move reflects the Government’s determination to ensure a coordinated, responsive and people-centred approach to restoring stability and supporting affected families.

The State Level Committee chaired by the Chief Secretary and comprising the Commissioners of Finance, Home Affairs and Rural Development and Panchayati Raj and the Special or Additional Secretary (Home) acting as the Convener will provide strategic oversight and policy direction. This high-level body is designed to ensure unified decision-making, improve inter-ministerial coordination, and address systemic issues that may impact the overall progress of rehabilitation and resettlement efforts across the State.
Complementary to this, the District Level Committees, chaired by the respective Deputy Commissioners and supported by the Project Director (DRDA), Additional Deputy Commissioner as Convener, Zilla Parishad Chief Executive Officer and relevant Sub-Divisional Officers, will serve as the primary field mechanism for implementation, the statement added. Their role is to ensure coordination at the field level, ensure flawless implementation of rehabilitation measures and provide timely feedback to facilitate rapid decision-making at the State level.

The committees are tasked with monitoring and coordinating all rehabilitation and resettlement initiatives for IDPs and addressing bottlenecks to ensure that support is provided in a timely and effective manner. This structured intervention is expected to streamline the process, strengthen interdepartmental coordination, and ensure that assistance reaches families. IDPs were outraged and protested on November 5 against the government’s decision to provide Rs 84 per person per day as daily allowance.


Chief Secretary Dr. This new structure, distributed through an Office Memorandum issued by PK Goel, replaces the existing system of providing in-kind relief materials with direct monetary assistance to each displaced family. In this mode Rs 84 will be transferred via DBT mode.

As per the revised guidelines, the supply of rice, dal, water and other minimum household needs items carried out by the District Administrations will be stopped from October 31, 2025 and from the next day, November 1, financial assistance will be paid directly into the bank accounts of the head of each displaced family at the rate of Rs. 84 per person per day.

More than 260 people were killed, 1,500 injured and more than 70,000 people were displaced after ethnic violence broke out between the Meitei and Kuki-Zo communities on May 3, 2023, following the ‘Tribal Solidarity March’ held in the hill areas to protest the Meitei community’s demand for Scheduled Tribe status. Manipur has been under Presidential rule since February 13 this year.
