Cadre crunch eased: Centre increases IAS cadre strength of Uttar Pradesh to 683

The decision was notified on December 31, 2025, through the Indian Administrative Service (Fixation of Cadre Strength) Eighth Amendment Regulations, 2025, issued under the All India Services Act, 1951, in consultation with the government of Uttar Pradesh. The revised regulation entered into force immediately after its publication in the Official Gazette.
“Exercising the powers conferred by sub-section (1) of section 3 of the All India Services Act, 1951 (61 of 1951), read with sub-rules (1) and (2) of rule 4 of the Indian Administrative Service (Cadre) Rules, 1954, the Central Government, in consultation with the Government of Uttar Pradesh, shall make the following regulations to further modify the Indian Administrative Service. (Fixation of Cadre Strength) Regulations, 1955. This Regulation may be called the Indian Administrative Service (Fixation of Cadre Strength) Eighth Amendment Regulations, 2025. It shall come into force on the date of its publication in the Official Gazette.”
According to the notification issued by the Department of Personnel and Training (DoPT), the total number of senior posts in the Uttar Pradesh cadre has been fixed at 370, while the Central Deputation Reserve (CDR) has been limited to 148 posts, while the State Deputation Reserve has been limited to 92 posts. The Training Reserve serves 12 missions, while the Leave Reserve and Assistant Duties Reserve serves 61 missions.
The notification also states that 207 posts will be filled through promotion under Rule 8 of the IAS (Recruitment) Rules, 1954, while 476 posts will be filled through direct recruitment.
The revised staff structure includes key senior positions such as Chief Secretary, Agricultural Production Commissioner, Industrial Development Commissioner, Divisional Commissioners, Principal Secretaries, District Magistrates and various heads of departments and statutory officers.
The new cadre arrangement includes a cadre of 25 chief secretaries, 12 divisional commissioners and 46 state government secretaries. Major postings at the field level include 75 district judges and 84 state government special secretaries in the cadre. The staff strength also includes senior positions in urban development authorities, energy distribution companies, health missions, rural development agencies and regulatory bodies.
The notification stated that before this change, the authorized strength of the Uttar Pradesh IAS cadre was 652.
The revised roster reflects an increasing number of senior appointments at the level of Divisional Commissioner, Chief Secretary, Secretary and District Magistrate. The inclusion of a wide range of roles covering urban development authorities, energy utilities, health missions, regulatory agencies, and social sector programs signals an effort to align staff strength with administrative requirements on the actual field.
