Thousands evacuated from chemical tank threat

In California, 16,000 people are displaced as authorities say a damaged chemical tank remains a threat. A deadly chemical disaster at a packaging plant in Washington has killed several people and seriously injured others. NBC News’ Steve Patterson reports.
