CBSE Frames Evaluation Policy For Gulf Exam-Hit Candidates

New Delhi: The Center on Monday informed the Supreme Court that CBSE has framed a new policy to evaluate private candidates affected by the cancellation of Class 12 board exams in Gulf countries due to recent regional conflicts.
Solicitor General Tushar Mehta told the bench of Justice SVN Bhatti and Justice Vipul M. Pancholi that the policy notified on June 21 provides a uniform framework for similarly situated students.
He said that a separate formula has been devised for private candidates and their course marks, when exams cannot be held, will be evaluated based on Class X performance and the last attempted Class XII board exam.
As per the policy, the marks will be calculated by weighting 40 per cent of the theory marks in the Class X board exam and 60 per cent of the theory marks in the last held Class XII exam.
The Center said two categories of students – regular students and special candidates – were affected by the cancellations in the seven Gulf countries, with the latter creating difficulties due to lack of internal evaluation records.
The court was hearing a petition filed by Pransu Jigarkumar Patel, a private candidate from Al Jubail, Saudi Arabia, who had challenged the non-disclosure of advancement exam result under the earlier evaluation scheme.
The petitioner had alleged that although the March 27 scheme covered regular students, it did not cater to private candidates, thus causing its result to be marked as “Result After”.
Mehta told the court that under the new policy, the petitioner’s notes have been evaluated and forwarded to him via email and will also be reflected in DigiLocker. He added that unsatisfied candidates can take the next regular exam.
The petitioner’s counsel accepted that the result had been declared but sought protection of his right to receive reply scripts and seek reconsideration as per CBSE rules.
The court noted that no such compensation was requested in the petition and said that it could not provide compensation beyond the defenses. It concluded the matter by granting freedom to the petitioner to seek legal remedies.
CBSE had canceled Class 12 exams in Bahrain, Iran, Kuwait, Oman, Qatar, Saudi Arabia and UAE due to conflict in the Gulf region.
