Trump, Iran’s President sign memorandum of understanding

A senior US official read the text of the agreement to reporters in a background call on Wednesday:

The United States of America and the Islamic Republic of Iran have jointly agreed in good faith to establish such and such a date as follows:

1. By signing the Memorandum of Understanding, the United States of America and the Islamic Republic of Iran and its allies in the current war declare an immediate and permanent cessation of military operations on all fronts, including Lebanon, and undertake not to initiate any further war or military operations against each other, to refrain from threats or use of force against each other, and to ensure the territorial integrity and sovereignty of Lebanon. The United States also commits to withdrawing its forces from the vicinity of the Islamic Republic of Iran within 30 days of the final agreement.

5. Upon the signing of this Memorandum of Understanding, the Islamic Republic of Iran will use its best efforts to make arrangements to ensure the safe passage of commercial ships from the Persian Gulf to and from the Arabian Sea for a period of only 60 days. Traffic of commercial ships will begin immediately and will be put into operation within 30 days, taking into account the necessity of removing technical and military obstacles and clearing mines by the Islamic Republic of Iran. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to determine the future administration and maritime services of the Strait of Hormuz, and will engage in negotiations with other Persian Gulf littoral states in accordance with applicable international law and the sovereign rights of coastal states in the Strait of Hormuz.

6. The United States, together with its regional partners, undertakes to develop a definitive, mutually agreed upon plan for the reconstruction and economic development of the Islamic Republic of Iran worth at least US$300 billion. The mechanism for the implementation of this plan will be finalized within the scope of the final agreement within 60 days. 7. The United States of America and the Islamic Republic of Iran have agreed that the stockpile enriched material will be disposed of pursuant to a mutually agreed upon mechanism, with a minimum methodology of down-harvesting on site under the supervision of the IAEA, in accordance with the schedule set forth in the seventh paragraph. The two sides also agreed to discuss the enrichment issue and other mutually agreed issues regarding the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework agreed upon in the final agreement. 13. After the signature of this Memorandum of Understanding and provided that the implementation of paragraphs 14, 5, 10 and 11 of this Memorandum of Understanding continues and the implementation of these measures continues, the United States of America and the Islamic Republic of Iran will begin negotiations on a final agreement regarding the other paragraphs only.

14. The final agreement will be approved by a binding UNSC decision.
