Bhatti Seeks Funds, Approvals for TG’s Infra Projects in Union Budget

Hyderabad: Deputy Chief Minister and finance minister Mallu Bhatti Vikramarka on Saturday presented Telangana’s comprehensive wish list to the Center ahead of Union Budget 2026 during Union finance minister Nirmala Sitharaman’s pre-Budget meeting with finance ministers of all states in New Delhi.
Bhatti urged the Center to positively consider the state’s proposals for basic infrastructure, education, irrigation and financial reforms.
He strongly pressed for early approval of the Regional Ring Road (RRR) project, stating that land acquisition has begun in anticipation of approval. He said the project will unlock immense development potential by enhancing connectivity and industrial growth. He also sought immediate sanction for the second phase of Hyderabad Metro Rail, which is pending with the Union Urban Development Ministry.
Highlighting Telangana’s network of over 1,000 residential schools and the plan to set up Young India Integrated Residential Schools in all 119 Assembly constituencies, along with super specialty hospitals and medical colleges, the Deputy Chief Minister sought relaxation of the cap imposed by the Fiscal Responsibility and Budget Management (FRBM) Act limitations on Education and Health Expenditure.
Bhatti also called for rationalization of deductions and surcharges, better GST compensation mechanisms, adoption of all recommendations of the Sixteenth Finance Commission and restoration of fiscal autonomy of States, warning that unilateral policy changes such as replacement of MGNREGA with VB G RAM G would strain state finances and weaken cooperative federalism.
Praising the Centre’s vision of achieving a US$ 30 trillion economy by 2047, Bhatti said Telangana contributes 5.1 per cent to India’s GDP and announced the ‘Telangana Rising 2047’ vision to become a US$ 3 trillion economy by contributing 10 per cent to the national GDP by 2047. To achieve this, states need improved fiscal space, including raising the fiscal deficit limit to 4 percent, he said. GSDP doubles the amount of 50-year interest-free loans by converting them into grants.
