Non-UN organizations include important environmental organizations such as the International Solar Alliance led by India and France, the International Union for Conservation of Nature (IUCN) and the Intergovernmental Panel on Climate Change.

Other non-UN organizations are the International Energy Forum, the International Renewable Energy Agency, the Atlantic Cooperation Partnership and the Global Counterterrorism Forum, among others.

Important UN organizations from which the USA has withdrawn include the Ministry of Economic and Social Affairs, International Law Commission, International Trade Centre, Peacebuilding Commission, UN Energy and UN Population Fund and UN Water.

In the decree, it was stated that Trump instructed all executive departments and agencies to take urgent steps to realize the withdrawal of the United States from the organizations mentioned in the memorandum as soon as possible, and that withdrawal would mean the suspension of participation in or funding of these organizations to the extent permitted by law for United Nations organizations.

It was stated that Trump’s decision came after evaluating the Secretary of State’s report and meeting with his Cabinet. decided that participation in or support of the organizations was contrary to the interests of the United States.

This move comes almost a year after the Trump administration announced in January 2025 that it was withdrawing from the World Health Organization (WHO) due to mishandling of the COVID-19 pandemic.
