These ships, usually oil tankers like the one in which Ivan was trapped, are often obsolete, of unknown ownership, unseaworthy, possibly uninsured and operationally dangerous. And they often sail under appropriate flags or FOCs; ships are registered in countries where regulatory oversight is very limited.
