Budget Stresses On Rehab Of Naxals, Law, Order

Hyderabad: The Telangana government, in its latest Budget announced on Friday, emphasized the shift from a purely law and order approach to a rehabilitation-focused strategy in the fight against Naxalism.
The budget noted that previous administrations, including the current Central government, treated the issue largely as a law and order issue and relied on the armed forces to suppress Maoist activities. In contrast, the current strategy aims to address root causes such as lack of livelihood opportunities, social dignity and economic security.
Deputy Chief Minister Mallu Bhatti Vikramarka reported that 347 Maoists surrendered between 2014 and 2023 after the formation of Telangana. He added that since the Congress government took office, 732 Maoists of different ranks have laid down arms between December 2023 and March 2026.
The government emphasized that eliminating feudal social and economic inequalities was essential to ending the movement. “True social transformation can only be achieved through comprehensive prosperity and employment,” he said, adding that these measures build confidence in rehabilitation initiatives and help former extremists reintegrate into mainstream society.
The budget also emphasized the police’s resolve to maintain law and order, stating that it was working effectively to curb anti-social activities across the State. To combat the drug menace, a special force called EAGLE was established, which identified and destroyed 15 illegal factories and laboratories producing narcotics. Joint checkpoints with CCTV surveillance have been established to prevent interstate smuggling, while a dedicated narcotics and forensics laboratory is also strengthening investigative capabilities.
Addiction centres, 4,729 anti-drug committees and 20,989 Prahari clubs in educational institutions are also part of grassroots efforts to curb substance abuse.
To support these programmes, the Budget has proposed an allocation of ₹11,907 crore to the Ministry of Home Affairs.
