The Trump administration has called Europe a breeding ground for terrorism fueled by uncontrolled migration and on Wednesday unveiled a new counterterrorism strategy that also targets domestic left-wing movements it branded as “radical pro-transgender.”
The document, prepared under the supervision of counterterrorism coordinator Sebastian Gorka, a British-educated White House aide who has been repeatedly deployed in the media to explain and defend Trump’s policies, also elevates Latin American drug cartels to a central counterterrorism concern.

But the document uses its harshest rhetoric against Europe, whose governments, many of which are close allies of Washington, would be unlikely to be bothered by being so prominently excluded.
‘Terrorism is guaranteed’
“It is clear to everyone that well-organized hostile groups exploit open borders and the associated global ideals. The larger these foreign cultures grow and the longer current European policies continue, the more guaranteed terrorism becomes,” the strategy states.
He adds: “Europe, the birthplace of Western culture and values, must act now and halt its deliberate decline.”
The broadside follows a separate Trump national security document warning that Europe risks “civilization erasure” through immigration.
The president has clashed separately with European NATO partners over their reluctance to support his conflict with Iran.
What does Trump’s strategy say about the left and trans groups?
Domestic political rivals are equally in the line of fire. The strategy singles out what it calls “violent Left Wing Extremists, including Anarchists and Anti-Fascists,” and promises that counterterrorism efforts will “prioritize the rapid identification and neutralization of violent secular political groups whose ideologies are anti-American, radically pro-transgender, and anarchist.”
As evidence, the strategy points to the alleged murder of conservative influencer and Trump ally Charlie Kirk, who was attributed to “a radical espousing extreme transgender ideologies.”
The strategy reflects a broader pattern since Trump’s return to the White House; He moved aggressively to roll back recognition of gender diversity, banning transgender women from competing in women’s sports and issuing an early executive order enshrining the two-gender policy in federal law.
