Plans for 446 homes in village set for approval

Despite dozens of objections, city councilors are expected to approve hundreds of homes in a seaside village.

Around 70 people, district councils and local MPs say they oppose the Hopton-on-Sea proposal in Norfolk, citing concerns including the impact on local services and traffic.

Repton Property Developments said 446 homes and a 70-bed care home were “much needed” in the area.

A report suggests Great Yarmouth borough councilors should approve the idea when they meet on Thursday.

Accordingly council documentsThe new estate will be built on 61 acres (25 ha) of farmland south of Links Road in Gorleston, but will fall within the Hopton ward.

There would be a mix of one- to four-bedroom houses and bungalows, with 67 of them classed as affordable to rent or buy.

A care home is also on offer.

Hopton District Council said it was concerned the roads would not be able to cope with “something like 1,000″. [extra] vehicle movements several times a day”.

It warned it could lead to “traffic chaos”, although local highways authority Norfolk County Council did not object.

Great Yarmouth’s Restore Britain MP Rupert Lowe said he was also concerned about traffic, adding that the plans would increase “infrastructure” burdens and put pressure on health and education services.

But in a planning statement, Repton’s architects argued that the design “sensitively extends existing residential developments, providing much-needed homes in a well-connected location”.

City officials say the proposal provides “significant social benefits” as well as new jobs for construction.

Their report recommended that outline planning permission should be granted as long as conditions were agreed with the developer, including a £1.5 million contribution towards local services.
