CM Naidu calls for reforms in business rules, faster governance through technology

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday directed officials to overhaul the State’s Business Rules to eliminate procedural delays, leverage technology for proactive management and ensure that development projects are not delayed due to delay in filing permissions.

Reviewing the delivery of citizen services and availability of urea at the Real Time Governance Society (RTGS) headquarters in the Secretariat, Mr. Naidu directed officials to constitute a committee to redraft the Rules of Business and introduce reforms that will make governance more efficient and responsive.

Emphasizing technology-enabled governance, the Prime Minister said government departments should adopt crowdsourcing mechanisms to collect information on public complaints and ensure that every complainant receives an appropriate response.

He emphasized that resolving complaints should be handled with a humane approach and that authorities should analyze whether complaints are increasing or decreasing based on the effectiveness of their solutions.

Mr. Naidu said strong leadership from senior officials is essential to ensure that the benefits of governance reach the last person. He called on ministries to take decisions that would translate government policies into concrete results and called for proactive governance across all sectors.

Reviewing the services of Endowments, Roads and Buildings, APSRTC, Transport, Fire Services and Agriculture departments, the Chief Minister instructed the officials to improve service standards.

He asked the Endowments Department to improve the quality of temple prasadam.

The Chief Minister said the 21 major temples in the state have significant growth potential and should be developed as economic and tourism hubs through proper planning, creating more economic activity in the surrounding areas.

On agriculture, Mr. Naidu directed the officials to create awareness among farmers about the availability of urea through Rythu Seva Kendras and farmers’ organizations and also ensure that fertilizer is not misused.

Touching on land administration, the Chief Minister said that 27 lakh pattadar Passbooks have already been distributed while another 72 lakh remain to be issued. Shettipalli said the resolution of the land dispute has benefited farmers and enabled the government to recover land worth around Rs 900 crore, urging officials to identify similar opportunities across the State and unlock them.

Mr. Naidu reiterated the need to improve passenger facilities at bus stations and ensure APSRTC buses run as per schedule.

During the review, the Prime Minister launched RTGS’s monthly governance magazine, ‘Governance That Never Sleeps’. While Minister Kolusu Parthasarathi attended the meeting virtually, Chief Secretary G. Sai Prasad, DGP Harish Kumar Gupta and senior officials attended.
