HMDA registers 245% rise in permit fee collection this year; skyscrapers lead growth

In the statement made by HMDA, it was informed that the multi-storey building (MSB) segment led the impressive growth in construction permits during the period. A total of 77 applications were approved, covering 78.71 lakh sq ft and earning ₹514 crore for the urban development authority – a sharp increase from 55 applications in 2023, generating ₹37.03 lakh sq ft and revenue of ₹215 crore.

The total revenue generated by HMDA has also increased tremendously; permit fee collections increased 245% from ₹355 crore in 2024 and 82% from ₹674 crore in 2023 to ₹1,225 crore. Monthly revenues have consistently exceeded previous years’ figures. In September alone, collections reached ₹132 crore, a 263% increase over September 2024.

During the nine-month period, HMDA destroyed 6,079 applications, up 49% from 2024 and 36% from 2023. Construction permits received reached a total of 2,961, an increase of 18% compared to 2024 and 8% compared to 2023, while 2,904 cases were cleared; This represents a 47% increase over 2024 and a 26% increase over 2024. 2023.

Noting that HMDA had recorded a “remarkable” transformation in urban governance between January and September this year, Metropolitan Commissioner Sarfaraz Ahmad attributed the performance to a strengthened monitoring system.
According to a statement from HMDA, all pending cases are now classified based on duration (more than 60 days, 30-60 days, within 30 days and within a week) and are reviewed daily at the Commissioner level. Each application is monitored digitally through dashboards, allowing bottlenecks to be instantly overcome and rapid decisions to be made. Thanks to these measures, the rate of detention exceeding 30 days has fallen below 2%, and efforts are continuing to completely eliminate it.
In 2025, HMDA received 3,677 new applications in the multi-storey buildings, layouts and other buildings categories; of these, 2,887 were approved, resulting in an approval rate of 79%, compared to 38% in 2024 (1,216 of 3,209 applications) and 58% in 2023 (2,014 of 3,452 applications).
Overall endorsements and revenues have also more than doubled in two years. Regulatory permits covered 2,862 acres, up 512% from 2024; residential layouts increased by 186% to 38.24 lakh square metres; and construction permits reached 88.15 lakh square metres, up 239% from 2024 and 87% from 2023.
