China issues drafts rules to regulate AI with human-like interaction

Beijing: China’s cyber regulator on Saturday published draft rules for public comment that will tighten oversight of artificial intelligence services designed to simulate human personalities and engage users in emotional interaction.

The move underscores Beijing’s push to shape the rapid rollout of consumer AI by strengthening security and ethical requirements.

The proposed rules would apply to artificial intelligence products and services made available to the public in China that offer simulated human personality traits, thinking patterns, and communication styles and interact emotionally with users through text, images, audio, video, or other means.
The draft lays out a regulatory approach that would require providers to warn users of overuse and intervene when users show signs of addiction.

Under the proposal, service providers will be required to assume security responsibilities throughout the product lifecycle and establish systems for algorithm review, data security and protection of personal information.


The draft also targets potential psychological risks. Providers will be expected to identify user situations and assess users’ emotions and level of dependence on the service. It was stated that if users are found to be exhibiting extreme emotions or addictive behavior, providers should take the necessary measures to intervene.
The measures define content and set red lines, stating that services must not produce content that endangers national security, spreads rumors, or promotes violence or obscenity.
