Afghan Envoy Noor Ahmad Noor Meets MEA Joint Secretary in New Delhi

New Delhi: Mufti Noor Ahmad Noor, Charge d’Affaires of Afghanistan’s Embassy in New Delhi, met Anand Prakash, Joint Secretary, Pakistan, Afghanistan, Iran (PAI) Division of the Indian Ministry of External Affairs (MEA) on Monday.

The meeting took place at the Ministry of Foreign Affairs office in the capital. During the talks, both sides reviewed bilateral political and economic relations, trade expansion, visa facilitation and challenges faced by Afghan traders, students and Afghan citizens residing in India.

Earlier on January 10, Afghanistan appointed diplomat Noor Ahmad Noor to its embassy in New Delhi. He had previously served as Director General of the First Political Department of the Ministry of Foreign Affairs of Afghanistan and was also part of Foreign Minister Amir Khan Muttaqi’s delegation during his visit to India in October last year.

Earlier, on December 20, Afghan Public Health Minister Mawlawi Noor Jalal Jalali said that India has emerged as an important alternative partner for Afghanistan’s pharmaceutical needs as relations with Pakistan have “deteriorated”.

Citing long-standing bilateral relations and India’s role as a reliable health partner, Jalali said Afghanistan was trying to open a “new page” in cooperation with India. “We have a strong relationship with India and we are here to open a new chapter of collaboration and collaboration. When it comes to Pakistan, relations have deteriorated,” he said.

These remarks came during his visit to India for the Second WHO Global Summit on Traditional Medicine in New Delhi. India reiterated its determination to continue humanitarian support to Afghanistan, emphasizing that long-term supply of medicines and health aid is the mainstay of the bilateral agreement.

Jalali’s visit came after the Ministry of External Affairs welcomed him on his first official visit to India and underlined that New Delhi’s humanitarian aid efforts to Afghanistan continue despite the changing regional dynamics.

The visit was part of wider official contacts between the two countries. In October 2025, Afghan Foreign Minister Amir Khan Muttaqi visited India for the first time since the Taliban came to power.

Speaking to ANI during the visit, Muttaqi expressed gratitude for the welcome he received and said, “The journey has been very good so far. Not just the people of Darul Uloom, but everyone in the area has come here. I am grateful for the warm welcome they have given me.”

Earlier, on November 24, Afghan Minister of Commerce and Industry Alhaj Nooruddin Azizi announced that long-standing visa hurdles between India and Afghanistan have been resolved, allowing Afghan citizens to obtain Indian visas for medical treatment and business purposes.
