A Delhi court on Monday framed cheating and criminal conspiracy charges against former Bihar Chief Minister Lalu Yadav, his wife and former CM Rabri Devi and their son Tejashwi Yadav, who currently leads the RJD.
When asked by the court whether they accepted the allegations, all three pleaded not guilty. The charges relate to allegations of corruption in awarding tenders for the maintenance of IRCTC hotels in Ranchi and Puri during Lalu Yadav’s tenure as Railway Minister under the UPA government (2004–2009).
What is IRCTC Hotel Scam Case?
IRCTC (Indian Railway Catering and Tourism Corporation) was established in 1999 to handle catering, tourism and ticketing services for Indian Railways. The fraud case revolves around Lalu Yadav’s alleged abuse of power during his time in office.
According to the CBI’s indictment, Lalu Yadav is accused of accepting bribes in the form of land, particularly three acres of prime property in Patna, in exchange for awarding maintenance contracts of IRCTC hotels in Ranchi and Puri.
The land was reportedly undervalued and transferred through a shell company linked to the Yadav family. It is alleged that the contract was awarded to Sujata Hotel, owned by brothers Vijay and Vinay Kochar, who are named as defendants in the case.
How Did the Alleged Deal Work?
Investigators allege that Sujata Hotel received lucrative IRCTC maintenance contracts in return for transferring the land to a company indirectly owned by Tejashwi Yadav and Rabri Devi. The land was registered in their names at a much lower market price, raising red flags about possible mutual deals. The CBI began its investigation in 2006, but the case was officially opened in July 2017, following which raids were carried out on several premises linked to the Yadav family in Patna, Delhi, Ranchi and Gurugram.
What Did the Court Say When Framing the Charges?
While determining the charges, the Delhi court noted that the case showed “possible fraud” and said “the conspiracy is spectacular but not hidden from the view of the court”. The allegations merit a full trial to determine whether Lalu Yadav and others misused their positions for personal gain, the judge added.
The court framed the charges under Section 420 (cheating) and 120B (criminal conspiracy) of the Indian Penal Code and provisions of the Prevention of Corruption Act.
If convicted, the penalty could range from seven years to life imprisonment, in addition to a fine.
Political Influences Ahead of Bihar Elections
The timing of the accusations could not have been worse for the RJD, which is seen as the biggest challenger to Nitish Kumar’s Janata Dal (United) in the upcoming state elections.
With just a few weeks to go, the party now faces the dual challenge of defending its leadership in court and keeping its campaign momentum alive. Political opponents began using the case to question the credibility of the RJD, reviving old narratives of corruption tied to Lalu’s tenure.
But RJD insiders say the move could also create sympathy for the Yadav family among the loyalist electorate who see such cases as politically motivated.
What’s Next in the IRCTC Hotel Scam Case?
Now that the charges have been framed, the trial process will proceed. The court will begin examining evidence and witness statements in the coming weeks.
While the CBI claims that it has sufficient evidence of the accused’s involvement in the land transfer and tender process, the defense maintains that the contracts were awarded in a transparent manner and without political interference.

This is not the first corruption case involving Lalu Yadav. The RJD chief was earlier convicted in the fodder scam, a multi-crore scandal that involved fraudulent siphoning of nearly Rs 950 million from government exchequers during his tenure as the Chief Minister of undivided Bihar.
