DWP update over ‘home visits’ for benefit claimants | UK | News

The Department for Work and Pensions (DWP) has published an update on the home visiting service in response to a parliamentary question. These visits are specifically designed to assist aid recipients who are often unable to carry out procedures through alternative means due to their fragile state or the complex nature of the required procedures.
Wendy Chamberlain, Liberal Democrat MP for North East Fife Sent an inquiry on December 12It is questioned what support DWP provides to staff carrying out household visits under this programme. Foreign Secretary Sir Stephen Timms has now published his response, along with a service guide to provide greater clarity.
The response, published on December 23, read: “Our Operating Instructions include a specific section to support colleagues carrying out Home Visits. For context, please find attached an extract from our Essential Visit Orientation Guide.”
“Other topics in this section include links to Safeguarding, Communication Strategies and Learning and Development products. This content is available to all DWP staff.
“Other sections on Authentication and Keeping Customer Interactions Secure include training content supporting DWP staff navigation systems that store sensitive customer data and are therefore not suitable for public disclosure.”
The extract, released by Sir Stephen Timms, revealed that the task of carrying out the visits was transferred from Customer Compliance to the DWP more than a decade ago, in 2011. It was emphasized that these ‘Main Visits’ were very different from ‘Client Compliance’ visits, which are typically carried out to verify benefit claims.
For example, the Local Services Compliance team may conduct interviews and visit claimants to verify the accuracy of benefits provided, detect inconsistencies, combat fraud, or ask customers to report changes in their circumstances. While it is not an exhaustive list, the main aim is to examine ‘all forms of fraud in their full interest’.
Meanwhile, regarding Essential Visits, the quote stated: “DWP Visit assists customers/claimants who are unable to complete their business transactions through any of the other channels.
“This may be due to their vulnerability or the complexity of the process required, or it may be due to a legal requirement that some activities MUST be done face to face. DWP Visiting will support the client/claimant by carrying out home visits.”
Benefit claimants cannot arrange DWP visits independently. Instead, appointments are scheduled by the department when they deem claimants available.
Charities such as Citizens Advice and Age UK can also recommend individuals for support visits. These can be arranged not only at home but also in other settings such as hospital, with details typically discussed at the time of referral.
