ECI announces schedule for Phase 3 of Special Intensive Revision of electoral rolls

The Election Commission of India (ECI) on Thursday, May 14, 2026, announced Phase III of the Special Intensive Revision (SIR) of electoral rolls in 16 States and 3 Union Territories. He announced the phase program.

It was stated that once Phase 3 of SIR is completed, the entire country will be covered except Himachal Pradesh, Jammu and Kashmir and Ladakh. “The schedule for Himahal Pradesh, Jammu and Kashmir and Ladakh will be announced later considering the weather conditions,” ECI said.

The first phase took place between June and September 2025; Bihar became the first State to go through the SIR process just before the Assembly elections.

The second phase started on October 27, 2025 and covered nine States and three Union Territories, including Uttar Pradesh and West Bengal, among others. The exercise resulted in a reduction of around 10.2% in the total number of voters, with the countdown dropping from 50.99 crore to 45.81 crore.

ECI said the schedule of SIR Phase 3 has been determined keeping in mind the common field machines used for ongoing house listing under the Census exercise.

“Once Phase 3 of SIR is completed, the entire country will be covered except Himachal Pradesh, J&K and Ladakh,” ECI said.

It was stated that in Phase 3 of SIR, over 3.94 lakh Booth Level Officers (BLOs) will go from house to house to reach out to 36.73 crore voters. It was stated that the 3rd phase of SIR will also include Delhi, where the final electoral rolls will be published on October 7.

SIR III. After announcing the phase schedule, Chief Election Commissioner Gyanesh Kumar said: “I appeal to all voters to enthusiastically participate in Phase III of Special Intensive Revision (SIR) and fill the Count Forms. SIR is being conducted with the aim of ensuring that – Only Eligible Voters are included in the Electoral Rolls and Ineligible Names are not included.”
