Sean Duffy calls Virginia bus crash driver’s lack of English ‘unacceptable’

The driver of the bus involved in a deadly crash that killed five people in Virginia could not speak English, according to officials, with U.S. Transportation Secretary Sean Duffy calling the incident “unacceptable.”

Five people were killed and dozens injured when the driver of an E&P Travel bus traveling from New York to North Carolina failed to slow down near a work area and crashed into multiple vehicles on Interstate 95 in Stafford County, Virginia State Police said.

The accident occurred at around 02.35 on Friday.

A 13-year-old girl and a 7-year-old boy, who were in the car in front of the vehicle that was hit by the bus, died along with a 45-year-old man and a 44-year-old woman when their vehicle caught fire. They were all from Massachusetts.

A 25-year-old woman who was in the car right in front of the bus also died.

Police said at least 44 people were taken to hospitals, including three in critical condition.

The driver of the bus, identified as Jing S. Dong (48) from Staten Island, New York, was injured in the accident. Police say charges are pending.

Ding is a citizen originally from China who received his commercial driver’s license in New York two years ago.

“Unacceptable. That’s exactly why we hold states accountable, enforce traffic rules, and crack down on drivers who don’t speak English,” Duffy wrote to X. “If you can’t be properly trained, read our road signs, or communicate with law enforcement, you have no business driving a bus.”

Duffy added that the Department of Transportation was “investigating New York license records, education credentials and the driver’s background.” “Any company, trainer or school that contributes to an unqualified driver being put on the roads will face intense scrutiny.”

Federal law requires commercial drivers to speak English well enough to do their jobs safely.

In February, Duffy announced that all truckers and bus drivers would be required to take a test to obtain an English driver’s license.
