Hyderabad Police invoke PD Act against rowdy sheeter with 15 criminal cases

Hyderabad Police has invoked the Preventive Detention (PD) Act against a notorious rowdy sheeter, who has 15 criminal cases against him, citing his repeated involvement in violent crimes despite being granted bail and earlier subject to preventive measures.

The PD order issued by Hyderabad Police Commissioner VC Sajjanar was executed by Chilakalguda police on Tuesday, July 21, 2026, against Bojja Bhagyaraj, a habitual criminal and rowdy sheeter, in Chilakalguda police station limits. Police said he is currently in judicial custody.

According to police, Bhagyaraj was involved in 15 criminal cases in Hyderabad and Malkajgiri commissions. The cases include attempt to murder, rioting, grievous hurt, criminal intimidation and offenses under the Protection of Children from Sexual Offenses (POCSO) Act.

Authorities said he had previously been detained twice under the Preventive Detention Act. They also added that he was subject to the obligation to maintain good conduct under Article 128 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), but he allegedly violated the conditions and went on to commit serious crimes.

Police said Bhagyaraj was an accused in three cases of attempt to murder registered with Chilakalguda police station in 2025 and 2026. Although he was released on conditional bail in two cases, he violated his bail conditions and was involved in other criminal activities.

The Commissioner invoked the Preventive Detention Act to prevent him from committing further crimes, citing his ongoing criminal conduct, persistent breaches of bail conditions and the alleged threat he posed to public order.

Police said the proposed detention warrant was prepared by the Chilakalguda police and was implemented under the supervision of senior officers in Secunderabad district.

Reiterating its zero-tolerance policy against habitual offenders, Hyderabad Police warned that stringent action, including preventive detention, will continue to be taken against coarse linens and other anti-social elements disturbing public peace.
