KC Venugopal Submits Breach of Privilege Notice Against PM Modi Over Address to Nation

New Delhi: Congress General Secretary (Organisation) and Lok Sabha member KC Venugopal on Tuesday filed a breach of privilege notice in Parliament against Prime Minister Narendra Modi for his address to the nation on April 18 after the Constitution (131st Amendment) Bill was defeated in the Lok Sabha.

In his notice, the Alappuzha MP termed PM Modi’s criticism of the Opposition as “unethical and a blatant abuse of power” and stated that attributing motives to Opposition MPs amounted to breach of privilege.

“In his 29-minute speech, which is referred to as an address to the nation, the Prime Minister criticized the opposition parties who blocked the bill and attributed reasons to the opposition parties by directly touching on their voting patterns… The Prime Minister’s address to the nation for criticizing the opposition parties because the government could not secure the required majority in the Parliament is an unprecedented behavior, it is unethical and a clear abuse of power. Any such reflection or imputation directly impairs the dignity and authority of the House and interferes with the free and independent discharge of parliamentary functions.
