Working on third edition of Jan Vishwas law to decriminalise minor business offences: Piyush Goyal

Commerce and Industry Minister Piyush Goyal on Tuesday, November 25, 2025, said that the Ministry has started working on further decriminalization of petty commercial offenses through the third edition of the Jan Vishwas Bill-3.

He said the department has currently identified approximately 275-300 convictions that could be decriminalized. Addressing a conference attended by local traders, Mr. Goyal said, “Preparations for Jan Vishwas Bill-3 are on.”

The Jan Vishwas (Amendment of Provisions) Bill, 2025, which aims to decriminalize some minor offenses to promote ease of life and work, was introduced in the Lok Sabha in August and referred to a Select Committee.

The committee was tasked to present its report to the House on the first day of the next session of Parliament. In 2023, the first edition of the law, which aims to improve the ease of work by decriminalizing minor crimes by amending 183 provisions of 42 Laws, was implemented.

He suggested that the merchant community identify more provisions and recommend them to the Ministry. On the ‘one nation, one licence’ issue raised by the traders, the Minister asked them to provide a framework for it and said that he would share it with States like Maharashtra as it was a State matter.

Regarding the implementation of Labor Laws, he said these laws include worker-friendly measures such as timely payment of the minimum wage for all and universal social security, including for gig and platform workers. He said that these codes will also contribute to the ease of doing business.
