Migrant shot and killed by ICE in Maine named as Joan Sebastian Guerrero, 26

The 26-year-old immigrant shot and killed by ICE in Maine has been identified as Colombian native Joan Sebastian Guerrero.

Horrific footage showed the moment Immigration and Customs Enforcement (ICE) agents handcuffed a dying Guerrero to the ground after shooting him during a confrontation.

Nelson Elias, one of Guerrero’s neighbors, said: Portland Press Herald He was convinced of Guerrero’s innocence.

‘He was just trying to escape. I just know that,’ said Elias, who did not witness the shooting.

Maine Sen. Angus King said Monday that he had been informed by Department of Homeland Security Secretary Markwayne Mullin that Guerrero was not the target of the arrest warrant.

Guerrero was killed in the seaside town of Biddeford early Monday morning. ICE agents who wanted to arrest him claimed he was speeding his car towards them.

Witnesses said Guerrero was driving his white Kia sedan when an ICE agent opened fire, shooting him in the head through the windshield.

According to witness Cecilia Humiston, the attack took place in front of Guerrero’s family while her toddler-aged daughter, Bluey, was watching while she was wearing pajamas.

Witness told Portland Press Reporter He claimed an elderly woman yelled at ICE officers at the scene, “You took her daddy, you took her daddy,” and a “rude” police officer also yelled at the young girl who was trying to smell nearby flowers.

Another witness, 71-year-old Daniel Boucher, told NBC News that he heard a series of gunshots during the chaos, then saw the immigrant being pulled from a white Kia car with his head bleeding.

“I tried to stop,” Guerrero said to ICE officers in his last words before he died on the sidewalk, according to Boucher.

Details about Guerrero’s identity emerged after footage of the shooting spread on social media; Guerrero had orders to leave the country and was the target of Monday’s deadly ICE operation, authorities said.

Immigration advocacy groups said Guerrero was authorized to work in the United States and had a social security number.

Angus King, who initially said a warrant was issued for his arrest, now says DHS Secretary Mullin told him that was not the case.

“The Secretary shared information with Senator King as he understood it at the time, and when that information changed, he shared it with Senator King,” a spokesman for King said.

‘You. King wanted to make sure Maine knew when she heard something different from the secretary.’

The driver was a 26-year-old Colombian immigrant with a U.S. work permit and Social Security Number, but also had an arrest warrant out for him at the time of the shooting and was the target of an ICE operation Monday, authorities said.

It is unclear why Guerrero was wanted by ICE during the incident that led to his death.

In a statement following the outrage over the ICE attack, the Maine Attorney General’s Office said agents opened fire when Guerrero ‘tried to flee in the direction of the officer in a vehicle.’

Footage from the scene shows Guerrero’s white Kia driving slowly in circles at the intersection, with ICE agents running alongside the vehicle.

Witness Corel Poulin said security footage from his family’s laundromat showed Guerrero’s car rolling into the intersection after the shooting, implying he was leaning on the gas pedal at the time.

“I don’t believe he was alive when the car started moving,” Poulin said.

Separate Ring camera footage from inside a nearby home Maine Wire Audio of the deadly confrontation, in which a volley of approximately five shots were fired rapidly, was captured.

Photos taken after the incident show multiple bullet holes in the windshield of the white Kia sedan the victim was driving when he was killed.

After the horrific attack, ICE agents and other law enforcement officers were seen hugging and consoling each other on the street.

Witness Lucas Scott, 18, told the Press Herald he was driving through the intersection just before the shooting when he saw a group of unmarked vehicles land on top of another car.

He said he saw ICE uniformed agents confront the driver of the vehicle, seconds before an agent drew his gun and ordered Guerrero to exit his car.

‘The car was started and was trying to hit the ICE officer,’ Scott said. He said he then heard the ICE agent fire several shots in rapid succession.

Locals say ICE has been operating in town for about a week and their presence is known throughout the area.

The conflict quickly led to protests; One demonstration headed to the office of Republican Sen. Susan Mills of Maine, while others filled the streets.

Maine Congresswoman Chellie Pingree said she was ‘deeply disturbed and outraged’ by the news.

“Of course I need to know all the answers here,” the Democrat said.

Pingree said he wanted to know whether ICE agents were pursuing an immigrant with a criminal record or whether the attack was a routine traffic stop, but added: ‘More than anything, I want to know why you’re in Maine.’

‘Every report we hear is about someone being caught who is here legally, and is this going to be one of those stories?’

An eyewitness said he saw the driver 'trying to hit the ICE officer' moments before he heard an agent fire approximately four shots.

This comes just days after an ICE agent fatally shot a Mexican immigrant during a traffic stop in Houston, sparking mass protests.

Scrutiny of ICE activities was further intensified by the deadly shootings of anti-ICE protesters Alex Pretti and Renee Good in Minnesota earlier this year.

Monday’s shooting quickly sparked calls for protests, with social justice group Biddeford Saco for Racial Justice saying on Facebook it would hold a demonstration within hours.

‘People are really upset,’ the group said. ‘I imagine there will be more.’
