A North Carolina state representative is under fire to say that there was no “correlation” between the murder of Iryna Zarutska, a 23 -year -old refugee from Ukraine, and the fact that the defendant killer was released 14 times from imprisonment.

State representative Marcia Morey, a democratic deputy and former judge for a long time, commented on defending the guarantee system of the state. Critics argue that the system allowed violent criminals to be detained with very little accountability.

Decarlos Brown was described by the authorities as a dangerous career criminal who was repeatedly entered and released before he was claimed to have stabbed Zarutska on a light rail train in Charlotte. Many believe that a broken guarantee system allows him to be free despite the violent record.
