Previous victim calls release of suspect in Orange County jogger attack ‘heartbreaking’

Nuri Quin is frightened to learn that Jacoby Tillman is accused of assaulting a woman on the Little Econ Greenway over the summer. “I think it’s heartbreaking,” he said.

In 2022, Tillman was convicted of battery for grabbing and touching Quin while he was running.

The judge told Tillman: “If I receive a tip that you have violated the terms of your pre-trial release, you will be arrested on a no-bail warrant and returned to jail immediately.I.”

Prosecutors say he is a danger to society as well as a flight risk. At the hearing, the prosecutor told the court about Tillman’s plans to escape before his arrest.

“He had an incident where he grabbed a woman from behind. He didn’t choke her, but he did the same type of assault on this woman,” WFTV legal analyst Bill Sheaffer said.

In this latest case, investigators say Tillman grabbed the victim from behind and choked her, causing her to pass out. When he woke up he was wearing no shorts or underwear.

“He had a pre-planned flight to escape the case to Texas,” a prosecutor said at the hearing.

“I didn’t rape the woman, I was trying to kill the woman,” Tillman is quoted as saying in the arrest affidavit. He continued: “I wanted to know what it was like to strangle someone.”

“This in itself should be enough to deny that the bond is a danger to society,” Sheaffer says.

Quin wished the court would keep him and Tillman in prison. “Of course you can’t stop people from making mistakes. You can only protect yourself and ensure safety,” he said.

Under the uniform bail schedule, the judge set the highest possible bail for attempted sexual assault at $5,000, but later reduced it to a lower amount of $1,500 for battery by strangulation and $3,000 for false imprisonment.

Tillman is not allowed to return to the trail or speak to the victim.
