Robert Watts, compiler of the Sunday Times Rich List, said: “Many foreign billionaires living in the UK have left school because they moved elsewhere.

“We have also seen a sharp increase in the number of British nationals now residing in Dubai, Switzerland and Monaco. As UK nationals, these people remain on our Rich List, no matter where they currently live.”

“These two migrations are creating challenges for the UK economy and public finances.

“Will more rich people now set up or grow ventures abroad and, by doing so, create fewer jobs here? How much tax, if any, can Rachel Reeves’s Treasury collect from wealthy Britons who have left the country?”
