Shah To Table IPS Deputation Bill

NEW DELHI: Union home minister Amit Shah is set to introduce the Central Armed Police Forces (General Administration) Bill, 2026, in the Rajya Sabha on Monday, which proposes to formalize the posting of Indian Police Service (IPS) officers in CAPFs.
The draft bill stipulates that 50 per cent of Inspector General posts, at least 67 per cent of additional director general posts and all special director general and director general posts in CAPFs will be filled by IPS officers on deputation. Currently, these appointments are made by administrative orders.
The proposed law follows the Supreme Court order rejecting the Centre’s plea to review its May 23, 2025 order directing reduction of IPS MPs in CAPFs and calling for cadre review.
The court had directed the Center to complete the review of cadres pending since 2021 in the forces, including ITBP, BSF, CRPF, CISF and SSB, within six months.
In its statement of purpose and rationale, the government said IPS officers are essential for coordination between the Center and states and effective functioning of the forces.
The court had earlier observed that in view of recession and limited promotion opportunities for permanent officers, the recruitment of IPS officers of higher ranks should be reduced gradually over a period of time.
CAPF associations had approached the court seeking a reduction in the number of IPS deputies, citing concerns about career progression.
The bill aims to provide legal support for the authorization provisions, even if the issue remains under judicial and administrative review.
