State Department says it refuses to support UN migration declaration

The U.S. State Department announced Monday that it has refused to support the International Forum for the Review of Migration’s “progress” statement, accusing the U.N. of efforts to “advocate and facilitate new migration in the United States and across the West.”
The United States is not participating in the second International Forum for the Review of Migration, held May 5-8 at UN Headquarters in New York, and will not support the declaration, the ministry said on Monday.
The Forum is the UN’s main global platform for member states to review the implementation of the Global Compact for Safe, Orderly and Regular Migration, according to the UN Network on Migration. The 2026 forum was planned to publish a “Declaration of Progress” with intergovernmental consensus.
President Donald Trump ended U.S. participation in the U.N. process to develop the Global Compact on Migration during his first term in 2017, and now the State Department says it will reaffirm the federal government’s opposition.

The Global Compact was adopted in 2018 after the United States withdrew from the process. The UN and the International Organization for Migration describe the convention as a cooperative framework aimed at improving migration management between countries.
“As Secretary Rubio said, opening our doors to mass immigration was a serious mistake that threatened the integrity of our societies and the future of our people,” the ministry’s statement said. “In recent years, Americans have witnessed firsthand how mass immigration has devastated our communities: crime and chaos at the border, states of emergency in major cities, and billions of taxpayer dollars poured into hotels, airline tickets, cell phones, and debit cards for immigrants.”
“Much of this was driven by UN agencies and their partners, who not only facilitated the occupation of our country but also continued to redistribute the wealth and resources of our own people to millions of foreigners from the worst corners of the world.” he continued.
None of this was safe, orderly or orderly, the department argued, adding that the costs were “borne primarily by working Americans who are forced to compete for scarce jobs, housing and social services.”
“The UN has little to say about them,” the ministry wrote.

“President Trump focuses on the interests of Americans, not foreigners or globalist bureaucrats,” the statement said. “The United States will not support a process that overtly or covertly imposes rules, standards, or commitments that constrain the American people’s sovereign, democratic right to decide in the best interest of our country.”
The ministry concluded its statement by saying that its aim was not to “manage” migration but to “encourage return”.

The International Organization for Migration says the forum is held every four years for countries to review progress and shape next steps on migration policy. “After facilitating mass migration to the United States, UN agencies condemn the deportation of illegal immigrants,” the post continued. “As the UK faces unprecedented illegal boat crossings, UN agencies have condemned the deportation plans. UN officials have lobbied aviation regulators to prevent migrants from being deported, an appalling breach of the UK’s national sovereignty.”
The UN Network on Migration describes the agreement as “non-legally binding”. A UN-hosted text of the convention says it also respects the sovereign right of states to determine their own national migration policies and to distinguish between regular and irregular migration.
The declaration itself says that the Global Compact is a collaborative framework and recognizes that no state can address migration alone and at the same time protect the sovereignty of states.
The ministry rejected the convention’s migration framework as “safe, orderly and orderly”.
“Mass migration has never been safe for citizens of Western nations. It has introduced new security threats, created financial hardships, and undermined the cohesion of our societies,” he wrote.

“The United States will not legitimize global agreements that enable mass immigration to America or Western countries,” the post said.
UN materials frame the convention as a cooperative framework for addressing issues that often cross borders, including labor migration, border management, protection of migrants and development. UN agencies, including the Office of the High Commissioner for Human Rights, define the IMRF as a state-led review process with the participation of relevant stakeholders.
