Trump Signs Funding Bill, Ending Historic Government Shutdown And Guaranteeing Federal Back Pay | World News

President Donald Trump signed a temporary funding bill into law late Wednesday, Nov. 12, officially ending the longest government shutdown in United States history at 43 days.

The move came about two hours after the Republican-controlled House of Representatives passed the measure by a vote of 222 to 209; The president’s support ensured Republican unity despite angry opposition from most Democrats.

The legislation revitalizes a crippled air traffic control system, restarts disrupted food assistance programs and guarantees back pay for hundreds of thousands of federal workers.

Federal Employees Return to Work

President Trump’s signing of the bill, which cleared the Senate earlier in the week, provides immediate relief to approximately $4.1.3 million in federal employees who have been furloughed or forced to work without pay.

Guaranteed Refunds: The bill reverses controversial staff layoffs implemented by the Trump administration during the shutdown and guarantees that all affected federal employees will receive back pay when operations resume.

Immediate Aid and Economic Impact

The compromise legislation provides emergency relief for approximately $1.3 million worth of federal employees who have been furloughed or forced to work without pay.

Workers’ Salary Guaranteed: The bill reverses controversial mass layoffs of federal employees by the Trump administration since the start of the shutdown. It guarantees back pay to all affected workers when operations resume and protects them against further layoffs through the end of January.

Basic Financing: The package provides full-year funding for three key areas: Military Construction, Veterans Affairs, and the Department of Agriculture (ensuring that major food assistance programs like SNAP continue uninterrupted). Funding for the rest of the government has been extended until January 30.

Economical Fee: Although the full fiscal impact has not yet been calculated, the Congressional Budget Office (CBO) estimates that the 43-day shutdown cost the US economy approximately $14 billion in economic growth.

Next Battle Coming Over Health Subsidies

While the immediate crisis has been averted, the underlying political issue that triggered the shutdown—the extension of expiring federal health tax credits—remains unresolved.

Democratic Demand Could Not Be Met: Most House Democrats voted against the bill because it did not include an extension of subsidies under the Affordable Care Act (ACA) that lower health insurance premiums; this was a key demand that started the standoff.

Postponed War: The Senate passed the compromise bill earlier this week after eight moderate Democrats broke ranks and got a promise from Senate Republican leaders to hold a vote on health subsidies by mid-December.
