HEN 12 August 2025, Tamil Nadu Prime Minister MK Stalin, started the ration of ration products at the gates of senior citizens and disabled people. This scheme, which means ‘motherhood love’ when it comes to translation, is not new in conceptual or practice for Tamil Nadu. But what makes it different from similar schemes applied in the past is access. Thayumanavar Thittam, with the cost of 30.16 Crore, approximately 20.4 Lakh elderly citizens and 1.3 lakh people with disabilities throughout the state will benefit. In early July, the authorities conducted a trial of the plan in 10 regions, including Chennai.
Tamil Nadu is perhaps the only state that follows a universal public distribution system (PDS) instead of an targeted PDS. Unlike many other states where licenses are given to special sellers to carry out fair price shops, the cooperative societies in Tamil Nadu manage about 95% of the stores (against the national average of over 20%). More than 35,000 stores from approximately 37,330 stores in the Southern province are handled by cooperative societies.
Tamil Nadu also established 2,495 mobile price stores to provide access to basic goods for people in distant, rugged and geographically challenging areas. Five years ago, during the Covid-19 pandemi, then the AIADMK regime opened these seven shops and named them after the former Prime Minister Jayalithaa.
Other states have been implementing plans similar to Thayumanavar Thittam for a while. Under the oppom program in Kerala, automatic Czech drivers offer basic goods at the doors of people who cannot visit PDS stores to collect materials due to old age, diseases or other issues. Anna Suvidha plan in Karnataka provides benefits for people over 75 years of age. Punjab also applies the concept of the concept.
In Delhi and Andhra Pradesh, the execution of similar plans turned into problems. When the AAM Aadmi party came to power, the plan in Delhi never got up. In Andhra Pradesh proved that the regime change was an obstacle: the government led by the Telugu Desam Party reversed the application of providing basic goods through mobile distribution units for all beneficiaries of the previous YSR Congress Party government. In the review scheme, the door delivery of the commodity is limited to approximately 16 Lakh PD users who are over 65 years of age or physically forced.

However, the Secretary General of the DMDK maintained his party’s position on establishing an alliance with the DMK for the 2026 Assembly elections and announced that the decision would be taken at the meeting of the party in Cuddalore in January.
Amma Makkal Munnetra Kazhagam (AMMK) Secretary General TTV Dhinakaran, claiming that it was implemented by keeping the parliamentary elections in mind criticized the plan. He also recalled the government that DMK did not apply the election promise once again under the PDS, including increasing the amount of sugar and Urarad branch.
Regardless of the criticism, Mr. Stalin seems to be aware of the fact that there are officials who determine the success of any plan. This was open when he called cooperation in a sharp way. Without the correct approach from them, plans like this may not be able to provide food safety to the lakhs of the beneficiaries.
