The force was calculating how an armed man could do the best, he sat in a bar opposite the restaurant and examined the traffic flow on the busy road.
On the evening of shooting, he appeared on the stage at a stolen Nissan Juke, and the restaurant was repeatedly to make sure that the three targeted men were there.
Police said it was effective in ensuring that the shooter was arrested after the shoot.
The armed man was never found and the weapon he uses.
The detective inspector Ben Dalloway, who spoke in court after the decision, said: “Javon Riley’s actions traumatically changed the orbit of a little girl’s life.
“Those who ordered this shoot are an extremely sophisticated criminal organization. We understand that people may be concerned about talking to us for this reason, but we have to hear from anyone who can help this investigation.
“Justice should be guaranteed for this little girl and her family.”

The nine-year-old mother’s mother added: “At one time, the future we dreamed of for our daughter was torn. It was once an energetic, adventurous child-everything that celebrated life and life.
“Now, the weakness on the left side means that he can only watch from the edges, he can still live with a titanium plate in his skull and a bullet in his brain.
“As parents, we have shattered emotional, physical, mentally and financially. Every day, it brings new difficulties from slow growth on one side to the traces of emotional and mental wounds that cannot be seen.
“The world, which we once believed to be safe for our child, is now scary and uncertain. This was not just an accident – our daughter was still trying to make life, even if not the target, even if it wasn’t the target.
“We live with this pain every day, we don’t know that nothing will be the same for our family.”
The Old Bailey jury met Riley for six hours to sentence for 10 to two majority.
Judge Mark Lucraft KC detained Riley on September 12th.
He told him to wait for a long prison: “You have particularly seriously participated in a shot that led to the injury of four people.”
