A seaside town in North Yorkshire is set to receive a major blow with plans for a new 2,700sq m retail park. A new ‘retail destination’ could be built in Scarborough and could include a supermarket, cafes, a petrol station and a tanning salon.
The plans, which include a 2,700 square meter supermarket, drive-thru, pharmacies and restaurants, are from Cliff Court Developments Ltd. Recommended by. A full planning application has been submitted for the extension of the existing park and ride facility, the creation of two new junctions and the construction of an internal access road. The draft plans, which will make more detailed proposals available once approved, include a wide range of potential businesses and services.

According to the application’s agent, Lichfields, “strong interest” has already been expressed by potential users, but “final operators have not yet been selected and the applicant is therefore seeking permission for a range of uses to provide maximum flexibility and enable the development to respond to changing market conditions.”
However, Scarborough City Council (STC) has already expressed concerns about this development.
Cllr William Stuart “expressed serious concerns about the detrimental impact that out-of-town developments could have on the foot traffic and viability of our town centre” at the STC’s community and place committee meeting on Tuesday, March 31.
“Scarborough town center is a vital asset to our community, not only for the people of Scarborough but for the surrounding areas. Originally proposed for a hotel and drive-thru food development, this site has now developed into an alternative town centre.”
“What concerns me even more is the developer’s uncertainty about the true scope of the project. As it stands, the proposal could pave the way for a full retail park on the outskirts of town, with little regard for the long-term impact on our town centre.”
“If approved, the developer will have permission to use commercial units for shops, cafes and restaurants, medical and healthcare services, a tanning shop and hot food service.”
“The site’s location adjacent to an existing park and ride facility provides a unique and compelling opportunity to deliver a mixed-use commercial and retail development that is inherently linked to sustainable travel patterns,” the submitted plans say. The statement is included.
The application notes that the park and ride uses the 165 bus service, which offers services to Scarborough town center every 20 minutes, seven days a week from April to November.
“There will be discussions with NYC and the transit operator to expand service year-round and expand or redirect other local bus services to the park and ride area.”
The application states: “The proposed commercial development will significantly increase the scope, accessibility and availability of local shops, services and facilities for local residents and tourists. Indeed, there is currently a shortage of such facilities in this area, as identified by local residents during the preliminary application.”
North Yorkshire Council has not yet announced a date for a decision on the proposals, which are open to public submissions.
