Administrators said they would weigh the cost of seeking payment against the possibility of collection, given the age of some of the debts.
PwC expects some creditors, including HM Revenue and Customs, to be paid in full within six months.
NCP lost £5.7 million last year after losing £10.1 million the year before.
The parking lots selected by PwC are expected to be closed as the multinational company prepares the business for a possible sale.
Since PwC’s appointment NCP has continued to trade but some loss-making sites have already closed, including Bradford Southgate, Kidderminster Swan Center and Southampton Portland Terrace.
The majority share of NCP has been owned by the Japanese company Park24 since 2017. The company was first founded in 1931 and was acquired by Central Car Parks in 1959.
Central Car Parks began in 1948 under the leadership of Ronald Hobson and later Sir Donald Gosling. Both men identified a need for parking in London.
The company continued to grow in the 1990s, when it became National Parking Lots.
NCP fell into administration In March PwC’s Zelf Hussain, Rachael Wilkinson and Toby Banfield were appointed Joint Administrators.
