By Bo Erickson

Washington (Reuters) -1981 since the 15th part of the 15th part of the US government and Washington in a familiar region with a significant difference: President Donald Trump’s administration, if the Congress could not move, which functions will end and did not share the plans to continue.

This year, the management and budget office asked federal institutions to update their unexpected situation plans for how to work if the fund exhaustion when the financial year ends on 30 September. Air traffic control and law enforcement officers continued at past closures, while financial regulators eliminated the majority of their staff.

These plans usually turned to past closes weeks ago. However, as of Monday, existing versions have not been extensively shared with the Congress or the Public and White House website dedicated to these plans.

The White House and OMB did not respond when asked whether these plans would be publicly explained or whether the closure plans were different from the previous years.

“Closes create a tremendous amount of uncertainty for federal workers and local economies, R Rachel Snyderman, General Manager of Economic Policy in the Bilateral Policy Center.

Snyderman, who served as a career personnel in various administrations in the OMB, said, “The government does not replace how to work in a closure without visibility of these plans,” he said.

The House of Representatives, led by the Republic, passed a Stopgap financing invoice last week to extend the financing until November 21, but failed in the Senate, in which the Republicans held 53 of 100 chairs. While the Republicans blame the democrats for maintaining financing due to their opposition to the president, the Democrats argue that this funding bill should be addressed.

Both rooms appeared with the Senate this week because it did not return to Washington until September 29th.

Plan request

These plans also inform the Congress to follow the 1884 law that prevents the Federal Government from spending money before the law will follow the Congress.

“The Trump administration’s management and budget office, which is approaching the threat of closure of a possible government, should immediately publish these updated unexpected situation plans,” he said.

“Without them, the congress and the people continue to fulfill their critical national security functions, while the administration is in the dark about how the law will comply with,” he said.

The closure of the government affects federal institutions financed by optional expenditures, and mostly, it does not affect social security payments, medicare health programs and compulsory expenditures such as the debt of the country, which constitute approximately three quarters of the federal budget of approximately $ 7 trillion.

Generally, one week away from OMB allowances, the agencies begin to inform the expectations of a closure, legislative possibilities and other relevant updates.

According to the Public Service partnership, which is a non -profit public service that follows federal labor tendencies, the Trump administration re -operated the federal government by changing priorities and supervised this year through fires, layoffs and acquisitions.

The OMB also challenged the federal financing forces that the Constitution gave to Congress with the power of the bag. On Capitol Hill, in July, the financing negotiations between the Republican and Democratic allocation were shaken after arguing that this financing process should be the “less two parties ın of OMB leader Russ.

The agencies have a little gap to determine which employee categories will or will not be furlogh, such as an exception that is allowed to continue roles in the event of özel necessary to protect life and property ”.

“The parameters of those within the borders settled quite well, but I’m not surprised if he tried to test these borders,” he would be consistent with what we’ve seen about the allowances from this management, “Joe Carlile said, Joe.

The three assistant senate committees said that some agencies were presented to the OMB for approval in the jurisdiction of some agencies and that logistics was similar to the plans under previous administrations, and other agencies did not provide any update.

The closure of the last government was found to violate the law according to a non -impartial observer financed by the congress, according to the food aid programs in the first period of Trump, which lasted 34 days from the end of December 2018 to January 2019 and in the first period of Trump administration for the National Park Service of Trump.
