US President Donald Trump has intensified Washington’s long-running pressure campaign against Havana by issuing an executive order imposing tariffs on any country supplying oil to Cuba.
The order, signed Thursday, brands the Cuban regime an “unusual and extraordinary threat” to U.S. national security amid rising tensions over energy supplies.
Trump’s executive order accuses the Cuban regime of supporting “hostile countries” such as Russia, China and Iran, as well as terrorist groups such as Hamas and Hezbollah, and calls it an “unusual and extraordinary threat” to America, according to a report prepared by the White House.

It allows extra tariffs to be imposed on imports from any country that supplies oil to Cuba “directly or indirectly,” aiming to cut off Havana’s energy lifeline.
“Cuba clearly hosts dangerous enemies of the United States and invites them to deploy advanced military and intelligence capabilities in Cuba that directly threaten the national security of the United States,” the report said.
The report also accused Cuba of hosting Russia’s largest overseas signals intelligence base and actively spying on U.S. national security secrets, Trump’s orders charge.
Havana is alleged to have deepened military ties with China and enabled regional destabilization efforts in the Western Hemisphere, while hosting terrorists such as Hezbollah and Hamas. Cuba also helps its enemies evade US sanctions, undermining American foreign policy and stability goals.
President Trump has repeatedly threatened action against Cuba, stating earlier this month that the leadership “needs to make a deal before it’s too late,” without detailing the terms or consequences.
The warnings followed a US raid on January 3, when US forces captured Venezuelan President Nicolás Maduro and his wife in Caracas earlier this month. With America now controlling Venezuela’s oil sector, Trump has vowed to halt the shipments that have long kept Cuba’s economy afloat.
Earlier this week, Trump warned that “Cuba will fail very soon,” referring to Havana’s disconnection from Venezuelan oil and revenue streams.
Cubans, backed by international solidarity, see the US government as an “unusual and extraordinary threat” to national security, foreign policy, world peace and the survival of humanity against nuclear risks and climate change, stemming entirely from America’s “anti-Cuban neo-fascist right wing,” Cuban foreign minister Bruno Rodríguez P said in response to Trump’s executive order.
