Search the list of deleted voters

The Election Commission of India (ECI) launched the third phase of Special Intensive Revision (SIR) of electoral rolls in 16 States and three Union Territories on May 14, 2026. Manipur, Odisha, Mizoram and Sikkim completed the counting phase first and published the draft SIR lists on July 5, 2026, as per schedule. The Hindu analyzed the full list of 1,58,677 names deleted from the lists during the counting phase in Manipur, which has remained in turmoil since the outbreak of ethnic-based violence in May 2023.

The analysis found that 19 Assembly constituencies reserved for Scheduled Tribes, which are predominantly home to Kuki-Zo and Naga communities, suffered a disproportionately higher number of deletions. Following the publication of the draft lists, Manipur Chief Electoral Officer (CEO) office said in a statement that “bona fide voters” can be added back to the lists by submitting Form 6 (for registration as a new voter) along with the ECI-mandated declaration form latest by August 4, 2026, during the ongoing “Claims and Objections” phase of the SIR. CEO Manipur, Constituency and stand wise list of deleted names are on the website. You can search using EPIC numbers or download the list by selecting the polling booth from among 3,041 polling stations spread across 60 constituencies. This second option in particular may be difficult because the booth rationalization exercise carried out during the counting phase has resulted in the rearrangement of polling stations in many places.

Keeping in mind the importance of this work and to assist individual voters and members of civil society working to ensure that all eligible voters are registered, The Hindu is publishing the complete list of deletions in an easily searchable and downloadable format.
